Look at the productivity of people working on explicitly user-facing changes; it is also abysmal.

it doesn't work the way you think it does. A change that actually gets launched is generally the result of dozens of failed experiments. Most changes are shipped to a small percentage of users, then analyzed for days/weeks, then shut down.
