You probably have to consider how much technical debt they've piled up over the years. Also product mgmt and design by committee, presumably. I don't know anything about Twitter org in particular, but this explains the general effects we see

Ya the cost grows exponentially over years as people churn. Someone writes something, leaves, and now you need 2 people to figure it out. Rinse repeat

A tech org with high churn (or, any tech org over sufficient time) needs to completely rebuild or get lost in an endless pit. Probably true for all institutions, Samo?
