TL;DW: complexity.
We put retroreflectors up there. You can point lasers at them and see the lasers bounce back. Several countries have done this, including China, who, being a current space-race competitor to the USA, would have every reason to call out a hoax if that were remotely believable.

My understanding is you need a very powerful laser and a good detector. The beam diffuses a lot, and most of it gets absorbed by the atmosphere. If I remember correctly, a 1 MW laser will get you ~7 photons/sec back. Not something most people have the tools to do, but possible.
