He's taking his sweet time with it. By the time he's ready to release, rust will have uncatchable momentum. The quickest language to market wins, not the best one.

D was not the right language at the right time (not distinct enough from C++). Go, on the other hand, DID have the right idea (static binaries you can shove into containers) and it's gaining a lot of dominance in the server space because of it. It's just not used for apps much.

Tangent, but I don't understand why people want to shove a static binary into a container. It's already self contained! What's the extra gain from the container?
