Wales is the sole beneficiary nation receiving over £250 million a year. Not only facing losing that but also the possibility of any substitute, which is bound to be less, being administered from WM with the UK Treasury deciding where & how it will be spent unlike now.

The plan has been known for years - it was on the bus. As all the £350m/week has been promised for the NHS, there will be 0p left for the regions. It doesn't take much of a "plan" to spend 0p.
