To a certain extent. It's not going to apply a special arrangement that applies to small territories belonging to EU members to a large region of an ex-EU member. Why would it? How could it, unless NI stayed in the EU?

It would apply to RoI for those reasons. Ireland is 3.5m. Canaries 2m. So in terms of population it would be so controversial.

RoI is 4.77 million. Over twice the population. 100 times the land area. Is not off the coast of Africa. Is not dependant primarily on tourism and agriculture. RoI was in the EU when Lisbon passed. If it was appropriate that the section apply to RoI, it would already.
