Main cost was always repatriation. Compared to APD it´ll be negligible. In fact APD could easily fund it

As I understand it if you (say) need antibiotics in the hospital you can't be charged more than a "local". So if a Spaniard has to pay e100 for a doctor visit you can't be charged more. But nonEU can be charged more than "locals". Thus the potential bill to insurers goes up.

Prescriptions for everyday items are not the issue. Inpatient stay and emergency surgery are the issue.
