The Bill for tuition fees for England was voted against by a majority of MPs elected in England. The Bill only passed because of the votes of Labour's MPs elected in Scotland. The same applies to foundation hospitals. Both areas devolved in Scotland.
Quite, but to be fair UKIP has been very lazy and opportunistic on English nationalism for a while without thinking it through properly. It has only harmed long term credibility.

I was a director of the Campaign for an English Parliament for quite a few years and was voted in the top 10 most influential English political bloggers back in the day. It's a subject I'm very familiar with and have advised some policy makers in UKIP on.
