It is a parliament designed to exclude, that's its sole objective in the union. I cannot think of a single issue where scottish or welsh mps hold back England

We only have crippling university tuition fees and bankrupt foundation hospitals in England because of MPs elected in Scotland.

Actually per capital, PFI borrowing is higher in Scotland than anywhere in England outside London. Wales of course, chose not to go down the PFI route.
