Often this is justified because press officers cant get quotes to media signed off. That's a fault of the bureaucracy that surrounds them.

Taxpayers dont pay press officers or their senior management to give background lines. They deserve on the record answers to Q's.

Spokesmen should be exactly that & empowered to speak for orgs. Being unable to get 'sign off' is a warning sign of senior control freakery.

I should add this doesnt mean journalists shouldnt have off record relationships and be briefed on background. That's essential.

But when I ask a question on the record with reasonable time for response I should get an answer all the public can see, read and judge.

It is fair. It is deceptive practice and a sign of a closed mentality of avoiding oversight. Mid Staffs, Morecambe Bay follow as a result

Not fair for them to take flak others deserve. Agree (as for all of us) may be times when doing right thing means doing a difficult thing.
