? But (AIUI) EHIC is essentially for tourists. People living in other EU countries don't rely on EHIC.

Three months is when citizens have to sort themselves out so ehic provides a stop gap... hence reimbursement at host nation rates

EC membership as it was is to make EC/EU expansion apply automatically.
