EUCO can adopt whatever it likes through unanimity. What it *politically* "cannot" do is irrelevant. It will deal with NIP withdrawal with 349. Best to do it proactively, it'll be doing it anyway. May as well show some initiative.

EUCO can only apply the differentiated status to Danish, French or Dutch territories, not to whole countries or to extra-EU territories. What your group is advocating for is illegal without a treaty change.
