A 4% NHS pay rise is not a bribe. The SNP have read the room on this. There has been low wage increases in the NHS for a long time. Yes it means in theory less money to spend elsewhere, but one has to factor in the cost of the loss of staff to other sectors as the econ recovers.
Last minute climbdown before purdah. Choices 1. Fold and offer nurses 4% instead of 1% interim 2. Hold out, try for a lower offer that staves off strikes but have to take a month of shit during an election with no way of replying. No contest.
