A 4% NHS pay rise is not a bribe. The SNP have read the room on this. There has been low wage increases in the NHS for a long time. Yes it means in theory less money to spend elsewhere, but one has to factor in the cost of the loss of staff to other sectors as the econ recovers.
True and staff retention is key. One has to trade off the payrise against the cost of replacing staff who quit in frustration. Running the engine to the max is not fuel efficient.
