The only region of the world to have made any impact on C02 emissions is Europe. Switching from coal to gas, and loss of heavy industry post 1990 were major drivers. Sorry but you missed the USA, fracking and gas power generation meant that they reduced emissions and increased productivity, unlike Europe that just sent production eastward.

Only very recently, and North America as a whole includes Canada where oil sands are causing massive emissions.

10 years isn't that recent and alberta oil sands are not the point. Shale gas reduces emissions, Europe, UK in particular has lots and could be a stopgap before nuclear takes over.

There won't be fracking in a densely populated island with remaining offshore gas reserves. No public will for it. Very little fracking happens in the USA in densely populated areas.

Nonsense, the public are clueless and easily manipulated. Fracking takes very little space especially compared to wind and solar. Northsea gas is running out.
