There is no cross border travel within the UK because there are no borders within the UK. There is no four nation anything No regional government will tell me as a Brit if I can move elsewhere within the UK or not. There is no scientific basis to it over and above local travel

But it’s not UK-wide travel is it? It’s travel into and out of the area that they control & they can absolutely legislate for that

They can legislate within Scotland, not at its boundary or beyond it without proportion. There is no travel ban between Edinburgh and Glasgow, so any ban to Newcastle would not be proportionate.
