There is no cross border travel within the UK because there are no borders within the UK. There is no four nation anything No regional government will tell me as a Brit if I can move elsewhere within the UK or not. There is no scientific basis to it over and above local travel

Whether you like it or not, if the Scottish Parliament passes a law to that effect, Police Scotland will act on it. There is a line where ScotGov authority & responsibilities begin & end and they can pass laws which control movement anywhere in that area - and out of it.

Laws must be proportional, measured, and within bounds of Scotland Act. UK wide travel is not.
