Unfortunately with adults ,self will etc.this is difficult and in comparison to Alcoholics where alcohol is legal, DA`s are considered by many with no sympathy narrow moral judgements as operating in a criminal way so deserve what they get.

Well people can be both ill and criminal. Where actions clearly harm others, including discarding needles in public I have no objection to very harsh punishment. Addiction is learned behaviour, management is complex but too many are parked on methadone without full support...

Carrot and stick. It has to be both. People abuse opioids largely because they are in pain, even psychological pain. These addicts have used for years and have been essentially been given up on by services.
