I've not found the full details or justification for this difference yet, but you seem to be recommending that Scot Gov must do things exactly the same as UK Gov even if UK Gov is getting it wrong.

If the money is spent on an emergency basis and not within the HMG budget, yes. Devolution works within a framework else it is simply a cash cow for pet projects. This is action taken by HMT which is extraordinary.

Well I completely disagree. It's issued on an emergency basis, so by definition it will have flaws and failures to deal with local (devolved) circumstances. It's the duty of the Scot Gov to use the money in the best way for Scottish businesses, not blindly follow UK Gov policy.
