In this sense the NHS remains primarily a liability to be managed. Once that is understood the UK govt response to COVID19 is very clear. It is solely about managing the message. The media love it. It's not a revolving door, it's a gaping wound in our democracy, kept wide open.
Since the return of the Tories to power there is an interesting trend in where the Secretary of State for Sealth arises. They have always been significant message managers of the party. Head of CRD, two SoS of Culture and Media. It remains primarily a Ministry for Messaging.

It's certainly a thankless job, you are there to be shot at by everybody, I think Hancock has come over well, to be fair and that's not just because he went to my old school.

His sole job has been to manage the message. Nothing more. This is simply a PR machine rebadged with a NHS logo. We should admit if we want govt to be that, then that's what we'll get. Reality is what we perceive it to be.
