The real question is why was that ship allowed to take liberty with everyone getting off the boat in Vietnam 3 weeks ago in the middle of a pandemic??

The article says there were only 16 cases of COVID-19 in the country and they were all in the northern part of Vietnam. The liberty port was in central Vietnam.

Right. Known cases. They tested 372 people per million. The ship hadn’t had outside contact and no symptoms in the month before then. They got it from the Vietnam port call. It’s not a debate.

Like many errors, I’m sure it seemed like a good idea at the time. The captain will be relieved of command over both the decision to make the port call and going public with the plea for help.
