We never had a herd immunity strategy. It has always to depress and delay the peak while increasing NHS capability. *All* solutions rely on herd immunity because it defines when the restrictions can be lifted.

no it doesn't. restrictions are lifted when an infection is controlled, else theres little in controlling it

The reason for controlling it is to minimise the degree to which the NHS is overwhelmed. That is the strategy he clearly described, you really need to pay attention.
