Why wouldn't we try and get the money instead? I mean if they want to buy us off with big UK infrastructure projects why not try and choose them ourselves before they realise we're not going to be bought off. You need to be more aspirational here.

We need to have a proper debate abt what big things, projects & achievements we want to be defined by. And also importantly whether we are happy for them to be decided by others & imposed on us or want to decide them for ourselves.

I can think of 5 big projects that are a far better use of money. Not hard. Maybe submit some bids to HMG?
