I'd expect so. I've always opposed the idea of central planners determining the right skill level. The Isle of Man labour law is far better. Simple requires an approved sponsor to demonstrate inability to recruit an Islander for the role. More adaptive to changing needs.
It is for them to demonstrate. On Man they review such applications against current employees of the sponsor. They can spot these patterns very quickly. Localism works here, the approval is done by those also responsible for managing the impact of migration pressures.....

You need the whole lot given to local authorities. Ive never supported Whitehall Central Planning of the workforce. Right to remain has got to be kept separate and freedom to change employer needs clarified. This doesn;t look well thought out
