There must be a balance in human rights law between the rights of law abiding citizens and the rights of criminals. The rights of criminals should never be at the expense of the law abiding.
One can no better legislate to release a prisoner early than one can command a tomato to hasten its ripening on a vine. Both take their own time, which is subjective and need assessment.

Those who kill or conspire to kill should only ever be released after proper assessment. If they were all detained at her majesty's pleasure, to be only released by Parliament, that would be ideal. Let the parliament be the parole board for these monsters.
