As above, the benefits may be seen differently by a government than by the free market. The free market begins at our ports. Overseas security of supply ends at them.

Doubt the British tax payer would welcome the Govt underwriting a $500m junk bond issue when the project is still risky. If it goes private and proceeds the Govt still gets the jobs going forward. Govts DO NOT bail out shareholders.
