I can't see the issue of the government being a market maker in bond sales. That's what govt bonds do anyway. The South Korean model of industrial growth uses government support a lot.

I think what gives it away is the professional financiers going 'oh we'll do it if the government does it and not if they don't'. It's a proxy for market distortion.

Depends on how narrow / broad the construction of the decision is. Financiers will take a much more narrow perspective, rightly so.
