The state, through charitable status of *independent* schools, then subsidises the choice of the very small number of parents who are able to afford leaving that system

There is no direct subsidy. If business rates were not paid by schools to their local authority the LA would just cut the money to compensate. There is a real issue of charitable relief on donations going forward. That's all.
