10+ years ago craft beer was very nearly unavailable in Germany and Austria. Today, unless you seek out a craft place, that’s still mostly true. It’s clear that the pressure on traditional brewers is increasing, though. Thread

I’d say the hops are fine. It’s brewers and drinkers that are the problem.
