No one is poking England. It is 85% of the Union population. The budget likewise is voted through by an English supermajority. Given Westminster is spending £20 billion on expanding Heathrow, privately owned, there is plenty fat to trim.

We should have an English parliament & each region made responsible for their own public services & people made responsible for the bills they receive by the way they vote

Waste of time. Solves nothing. Devolve directly to English local authorities. Nothing an English Parliament can do that Westminster can't.
