Greenpeace operate in 55 countries. They have to have an HQ somewhere. They also have a UK subsidiary that employs UK people. Your point continues to elude me. Spell it out.

That article is about whether it is appropriate for UK taxpayers to donate to Greenpeace and put it down as a tax deductible "charitable donation". To do that they would need to be a UK charity, which means Dutch HQ is irrelevant. Your point is still missing.
