If working their years worked count towards residency and the UK gov has made clear workers will be fine

Will every application be accepted - even from "workers" - or not? If not, there is a loss of rights. PS: the answer is "not"

If they are not working they have no settlement rights under EEA law so it is the decision of the UK gov. This was the case pre-Article 50 anyway
