D2O moderator runs at about 80 degrees. D20 coolant, closer to the fuel, runs at about 280 degrees. Neutrons dethermalise when passing through the coolant. If coolant boils, dethermalisation reduces, rendering the neutrons more reactive. It is a very low coefficient.
