None of those chemicals are time sensitive. The fluorine containing ones are only for fluoriation. Slaked lime and aluminium sulphate are anything but time sensitive.

It’s not about time sensitivity of the product but the supply chain. Just in time supply chains help keep the costs of goods down by minimising storage costs.

These chems are also used for other things such as pH adjustment ( to prevent lead leaching in older houses). All used for centuries. Easily stored.
