Disastrous referendum because it was sold to outsiders as a vote for independence when in reality the Bosnians Croats saw it as a first step to joining with Croatia. Serbs obviously wanted to stay in Serb-dominated rump Jugoslavija. So true indep vote < 50%.

It was a mess. Vance Owen plan was the right one, just too perfect. The Muslims did not have an outside champion, so early on it was about dividing up the territory.
