Read it. You can always vote down a budget; doesn't normally happen as in normal times it would lead to a GE? Not these days.

No Budget needs voted down if it is unbundled from a future EU deal (that isnot yet even penned). By convention Finance Bills clear the Lords because they DON'T tack on extras. So unbundling the Budget is sensible and, really, to be expected.
