It is an application of the law. A needle exchange cannot work when needles are discarded.

This is the assumption and presumes rationality and responsibility and is not borne out in practice. It expects such people to follow the same norms as the general public when they already clearly don't.

We have mobile needle exchanges after Network Rail shut the one in Central Station down. Must say I am.not sure if the logic of supporting safe needle disposal but not safe injecting.

I have seen many issues surrounding needles. Infection, embolism thrombosis driven by dirty contents.
