The policy is the equivalent of sending alcoholics to the pub so they can "drink safely". The moment one examines the logic it falls apart.
This is the assumption and presumes rationality and responsibility and is not borne out in practice. It expects such people to follow the same norms as the general public when they already clearly don't.
