Abstinence supported by residential care and improved access to NHS psychotherapy. NOT cheap. But it the end goal must be o rebuild life so it is worth living without drugs.

The policy is the equivalent of sending alcoholics to the pub so they can "drink safely". The moment one examines the logic it falls apart.

Well, like the pub this will be a place where people can safely use drugs. (Alcohol being the deadliest drug in the world). Look at alcohol prohibition in America. Didn't stop drinkers but in fact pushed them out into the streets and made them drink illegal unregulated moonshine

Which killed them. Also, the production of alcohol was put into the hands of gangsters who didn't care who drank the stuff or if it was safe to drink. The gangsters then had gang wars with each other. Shootings and stabbings. Does this sound similar at all?

The point being alcoholics do go to the pub to drink safely. Look at the history of what it was like when alcohol was illegal

But it is the not optimum or terminal point for addicts. Alcoholics drink at home given the cost of alcohol. At £1.50 a unit or more, trade prices would drive them to poverty very fast.
