Abstinence supported by residential care and improved access to NHS psychotherapy. NOT cheap. But it the end goal must be o rebuild life so it is worth living without drugs.

The policy is the equivalent of sending alcoholics to the pub so they can "drink safely". The moment one examines the logic it falls apart.

No it isn’t, it is offering them a medically supervised facility where they can get clean needles, be saved if they OD and supported to engage with treatment services which they don’t engage with now due to the severity of their addiction & chaotic lives.

That can be done without any such facility. Naloxone can be given to such people. No reason to facilitate injecting drugs and maintain addiction

Not as easily. There are over 60 of these facilities worldwide which have not only reduced drug fatalities but increased engagement with treatment. The evidence is overwhelming that this will save lives.
