I would be better to sanction the littering of used needles separately from dug use: they can and should be DNA tested and the criminal prosecuted. The line n the sand is harm to others. That should not be blended into the overall picture.

Please do not twist words. No such thing was said. Very irresponsible for it to be insinuated. Prosecution for dropping needles where children can pick them up is different to addiction.

There needs to be a witness to dropped litter for any legal action to be taken, previous DNA traces prove nothing. So your suggestion is not useful.

On the contrary. It is the responsibility of anyone having used a needle to make sure it is safetly disposed of. No witness required. Automatically liability. You used it? Dispose of it safely. No one else's responsibility.
