For it's a simple test. Can this be impartial? No. Should justice be impartial? Yes. The two cannot co-exist. I'm Tory. Some Tories also back this. I'm not one of them. If in doubt just don't let them out. No one HAS to release a murderer.

Yeah, I'm more of a leftie and I can see the civil liberties groups finding this idea very problematic. Cross party opposition can be expected.
