Does google have any plans to treat SMBs different in organic rankings, so they can also achieve some exposure and not only large corps with endless cash to pay / hire SEOs for good rankings …?

hi John. Why don't Google crawlers crawl sites? Every day that Google does not crawl our site and does not index the URLs, we lose. Why is that? This is not just our site. I saw many sites that had this problem. Why is that? Is there a specific time to fix this problem?
