If no field data is available, does CWVs use lab data?
Eg, a site has 3/1600 URLs with field data avail. (via PageSpeed Insights API). Will the CWV update be based on lab data for the remaining 1597 URLs?
Some of these URLs do get 1K clicks/m.

My understanding is that Google will only ever use RUM for ranking. Maybe for URLs with no field data, they would look more broadly at the origin URL?

yep! and yep to your answer! We only use field rum. Lab data is always an approximation, and it can differ from what your actual users see.

So when there is no reported field RUM, what happens

It's normal that not all sites have all data - we have to make do with the signals that we have access to. We don't use lab tests to compensate. On a URL level, we often make groups within a site, since they're often very similar in performance.
