Where can one find a good "everyman's English" explanation of the amendments that isn't biased one way or the other in it's interpretation?

Probably best bet is to go to http://ncleg.net On the home page, on the left, all six amendments are listed. When you open each one, look for the "bill summary" at the top. That is the legislative staff's explanation of current law versus what the amendment does.
