        The blueprint to stabilize the individual mkt is the group mkt. Need non-employer based private group plans. Don't need a big gov program.

        Isn't that how state exchanges work? They group people together to provide more affordable rates. In rural areas where fewer ppl, more $$$

        The exchanges offer subsidized individual plans, not group plans. The rates aren't more affordable, they're just paid in part by taxpayers.
