        Why haven’t you sent the supposedly saved money to the numerous cities suffering financially around Ohio?

        Briefly, because he's asked cities/municipalities to match the same funding ration as state-to-national (roughly 80-20%), all else through local taxes. It's a big step to balancing the budget, which created the $1B+ emergency fund, which attracts businesses, who like stability.

        This is the epitome of your ignorance. The Ohio BWC system is one of the most f'd-up accounting systems. I run a business. One month we're carrying a credit balance; the next we get a termination notice for nonpayment, we pay it and then we get a refund!
