        False. He simply required counties and townships to match the same funding ratio used between the state of OH and the federal gov't (roughly 80% local-20% outside). Anything else, each group is *responsible* for via bonds or local taxes.

        The end result of this “tax plan” has been devastating for schools, Fire, police, public schools works and local efforts to combat the opioid crisis.

        Actually, under Kasich Ohio has now spent over $1,000,000,000 battling the opioid epidemic. You need to step out of the echo chamber, follow things a little closer.

        Then as I mentioned before, they should create bonds or levees, or raise local taxes directly. Otherwise, unbalanced budgets, rising deficits, and even more importantly, no extra money for serious emergencies like the opioid epidemic.
