How is this different than what they've been doing? Essentially, they are continuing to rely on the states to address the problem. The states have utterly failed on this issue for decades. And with no new resources or accountability from EPA, how will things change?

Not only states failed, but so did environmental groups being aware for decades that urine in sewage was ignored, due to faulty test. Time to face the truth and start testing correctly so we know how sewage is treated, hence money is spent!pic.twitter.com/HRkVs2cTcq

Phosphorus is red herring to cover up the fact that the CWA failed due to faulty test ignoring urine in sewage. Urine robs oxygen and is a fertilizer. Should not be too hard to understand, but appears to be! http://Againstnature.org pic.twitter.com/6aOGf30ILM
