That was originally the plan. Plans sometimes don't work out. In Obama, we had a President who really cared, who was trying to do the right thing. The GOP is too 'busy' having meetings to hold Trump accountable for his lies. We're tired of that.
You know they got nothing when they go back to bringing up Obama. Also, if they hadn't fought against the mandate, failed to expand medicaid, and other slights against the ACA it WOULD be cheaper. But those pesky facts always get in the way of the dog whistles they send.
